Traffic stop yields 4th-offense OWI arrest

A Janesville man was arrested on suspicion of fourth-offense operating while intoxicated during a traffic stop early Friday morning, according to a release from Janesville police.

Police said an officer pulled over a minivan in the 600 block of South Jackson Street at 12:47 a.m. when he discovered the registered owner had no valid driver’s license.

The officer said the driver, Walter J. Pitcher, 34, had slurred speech and he could smell the odor of intoxicants coming from the minivan. Pitcher failed field sobriety tests, according to police.

A breath test showed Pitcher’s blood alcohol content at 0.16, twice the legal limit, according the police report.

Pitcher was also cited for operating after revocation and operating with a prohibited alcohol concentration.
