Second person arrested in homicide outside Dane Co. jail as police release more details
MADISON, Wis. — The Madison Police Department says a second man has been arrested following a targeted shooting outside the Dane County jail earlier this week.
Police say Demone Cummins and Amond Galtney have been arrested in connection to the shooting Wednesday evening, which left a man in his 30s dead.
Cummins is facing a charge of first-degree intentional homicide, possession of heroin with intent to distribute, possession of a machine gun and obstructing officers, according to police. Galtney is facing charges of first-degree intentional homicide as a party to the crime, eluding police and obstructing officers. Neither man has been formally charged as of Friday afternoon.
Cummins and Galtney were first considered persons of interest in the case after being taken into custody near the Alliant Energy Center shortly after the shooting. They were eventually arrested after investigators processed evidence and continued their investigation.

In an update Friday afternoon, the department confirmed that the victim had just been released from the jail when he was shot. Investigators found at least 12 bullet casings at the scene.
An officer that was nearby at the time of the incident tried to provide first aid at the scene, but the victim later died at the hospital.
In a press conference Thursday, Police Chief Shon Barnes said the department believes the shooting was a “premeditated, pre-planned targeted” incident, but they were still trying to determine a motive and it was too soon to determine if the shooting was gang-related.
The Dane County Medical Examiners’ Office has not yet identified the victim, and told News 3 Now Friday afternoon it was too soon to say if identification would come before the weekend.
