Police: Driver used heroin, crashes into car, bike

A Madison man used heroin before striking a parked car, driving onto a sidewalk and hitting an unoccupied bike, according to a release from Madison police.
Officers were called to the 900 block of Williamson Street at 9 a.m. on Saturday after the incident.
Witnesses told police the driver had been slumped over the steering wheel during a portion of the incident and returned his car to the road before stopping.
The driver, Russell S. Gilman, 52, told police he used heroin before driving and was apologetic. He was arrested on suspicion of operating a vehicle while under the influence of a controlled substance and hit-and-run.
One witness told police it was a “miracle no one was killed.”
