East Side standoff ends peacefullly

After more than 9 hours, a standoff between a man with a gun and Madison police is over.

Authorities were called to a duplex on O’Brien court on Madison’s East Side around 5 p.m. Tuesday.

Police said 34-year old Michael Payne had an argument with his on-again, off-again girlfriend and began waving a gun.
Someone called police. But by that point, Payne had fled into the adjoining duplex unit.
Madison police said 40 to 50 officers were on the scene, and a cadaver dog and robot were used to locate Payne inside the home.
He was eventually found in the basement. Police were seen taking him into custody just before 2 a.m. Wednesday. Police said Payne was wanted for domestic issues before this standoff.

“This ended in the best possible way it could,” said MPD Lt. Wayne Strong. “The suspect was taken into custody without being injured, our officers are going to go home tonight and that’s what’s important.”
During the standoff police shot and killed a pitbull that was running out of the house at officers.
