DOJ investigation leads to Medicaid fraud conviction

Madison man claimed false care-giving hours

MADISON, Wis. — A Madison man has been convicted of Medicaid fraud.

Norman Saffold, 39, entered a guilty plea in February to felony Medicaid fraud. Saffold was sentenced Wednesday in Dane County Circuit Court to four years imprisonment.

A criminal complaint said that Saffold worked as a personal caregiver for his mother. During that time he claimed to care for his mother 180 hours a month. An investigation showed that during his claimed time Saffold was accumulating wages with other employers.

The term will be served as 18 months in confinement and 30 months under supervision.

Conditions of the supervision include assessments and testing for drugs and alcohol. Saffold will also pay more than $3,500 in restitution.

The case was investigated by the Medicaid Fraud Control and Elder Abuse Unit and the Department of Justice.

Charges for Medicaid fraud are pending against Lorraine Carr, Saffold’s mother.
