DHS: Review OK’s care of man with violent history

The Wisconsin Department of Health Services said the company sub-contracted to care for a man with a violent history in a Baraboo home meets state standards.

According to a review from DHS, the company Dungarvin  interviewed employees, reviewed records and police reports as well as visited the house.

It also said Dungarvin passed inspections by multiple organizations including the State Center for People with Disabilities, Sauk County Adult Protective Services and Disability Rights Wisconsin to care for Jeremy Felix.

State Sen. John Erpenbach said just because the contractor was cleared does not mean it is the right choice for Felix’s unique situation. He did stress that the Family Care program works but this case is rare. 

According to the review, Dungarvin met standards for communication with law enforcement, community safety and handling incidents with Felix.

It said the contractor consulted with the Baraboo police chief and the Sauk County sheriff’s office as well as the Baraboo fire chief this year.

That finding is in stark contrast to what local law enforcement has told WISC-TV that they had no idea Felix was being kept in the house. 

DHS said the care sub-contractor developed and followed a detailed care and behavioral support plan to care for Felix and have used DHS restraint procedures when necessary.

While DHS said it is proud of its partnership with Dungarvin, Rep. Fred Clark said in a statement his focus will remain on safety.

“My priority has been, and will continue to be, ensuring this is in fact a safe environment for both the patient and the community.”
